The concept is interesting and unique: our protagonist is an all-powerful, unstoppable figure, akin to a One Punch Man-type character. At the same time, however, he is unapologetically evil, he simply enjoys killing and torturing people. Thus, we have a protagonist who is less a person and more an unstoppable force of nature, something to be feared and endured like a hurricane, and the story explores how people deal with that.

What I dislike, though, is that the consequences of his actions are not properly conveyed. It just doesn’t make sense that he commits murder and even genocide, yet people still treat him almost normally. Some even want to become romantically involved with him, excusing it with “the heart wants what the heart wants”, that simply isn’t a sufficient exploration of romantic feelings vs morality.

Later on, when the multiverse and time travel are introduced, the story goes completely off the rails and becomes just silly.
